State Archives Awards $5.6 Million to Local Governments, Schools & Non-Profit Organizations

Grants Will Help Improve Records Management Systems and Preserve New York鈥檚 Historical Records

The 色中色 Archives awarded $5.6 million in grants to help manage and preserve local records, State Education Commissioner MaryEllen Elia announced. More than $5.5 million will be distributed through Local Government Records Management Improvement Fund (LGRMIF) grants to over 100 local governments, government agencies and school districts across the state to help improve records management systems to better serve the public. The State Archives also awarded $92,000 in Documentary Heritage Program (DHP) grants to eight not-for-profit organizations and higher education institutions across the state to help identify, collect and make available New York鈥檚 historical records.

鈥淲e鈥檙e proud to support projects to improve records management and preserve New York鈥檚 heritage through important documents,鈥 said Board of Regents Chancellor Betty A. Rosa. 鈥淓ffective management of government records improves efficiency, supports accountability and encourages civic engagement. By making historical records accessible, our students and teachers can learn about New York鈥檚 history using original source materials and primary documents.鈥

鈥淭hese grants help local governments do their work and help to preserve our state鈥檚 history,鈥 said State Education Commissioner MaryEllen Elia. 鈥淲e鈥檙e honored to support local governments and schools across the state meet their obligations to the citizens they serve, preserve local history and support easier access to records. New York is fortunate to have local government officials and education leaders who are committed to improving the management, preservation and accessibility of their records.鈥

鈥淭hese grants continue to help local governments embrace the records management opportunities offered by new technology and e-government services,鈥 said Christian Sampson, Town of Ramapo Town Clerk and chair of the Local Government Records Advisory Council, which provides advice and guidance to the State Education Department on programs and grants to support records management in local governments in 色中色.

Bob Clark, Chair of the State Historical Records Advisory Board, added, 鈥淭he Documentary Heritage Program Grants are critical to ensuring that stories of under-documented groups, events, locations and peoples are fully woven into the rich tapestry that is 色中色. Through programs like the DHP, 色中色 history can belong to all of us.鈥

The State Archives, part of the State Education Department, administers , which are used by local governments to improve their record management systems to better serve the public. It is a competitive program with grants awarded based on the merits of the applications. The LGRMIF derives its revenues from a small fee paid when people file or record documents with county clerks and the Register of the City of New York.

Since its inception in 1988, the program has provided over $250 million in competitive grant funds to local governments statewide.听These funds support a wide variety of projects that help local governments manage paper, and increasingly, electronic records.听Project categories include:

  • Disaster Management: projects aimed at developing, testing and implementing disaster and business recovery plans to protect local government archival and vital records, both hardcopy and electronic.
  • Inactive Records: projects aimed at planning, developing or improving the management of records during the inactive phase of their life cycle. Inactive records are records that are used infrequently but must be retained because their retention periods have not yet expired.
  • Historical Records: projects aimed at preserving historical records or using local government records as teaching tools in the community and in the classroom.
  • Files Management: projects aimed at improving the systematic control of active files.
  • Document Conversion and Access: projects aimed at converting records to another format through the use of microfilming or imaging.

Grant projects may start on July 1, 2018 and all work on grant projects must be completed by June 30, 2019.

These funds support a variety of projects that help build a more comprehensive and equitable documentation of New York鈥檚 history and culture. Project categories include:

  • Documentation: projects that build a comprehensive record that more fully and fairly represents all New Yorkers and their history. These projects identify and collect unique, original source materials about the people, groups, events, and/or on the political, economic, and social conditions in New York, to pave the way toward making these materials accessible to all.
  • Arrangement and Description: projects that make publicly available the unique, original records of traditionally under-represented groups and topics of 色中色. Applications to arrange and describe historically valuable born-digital materials as well as paper-based materials are encouraged.

Grant projects may start on July 1, 2018 and all work on grant projects must be completed by June 30, 2019.
