Office of Accountability
The Office of Accountability works to ensure equity and access to high quality educational programs for all students and promote continuous improvement by providing support, resources, and oversight for schools and local educational agencies in É«ÖÐÉ«.Ìý
To accomplish this work, the Office of Accountability is comprised of three units:
Who We Are
The Policy, Analytics, and Research (PAR) team is comprised of specialists focused on the development of policy, metrics, and resources related to É«ÖÐÉ«'s school and district accountability system.Ìý The PAR team is led by Director Jennifer Todd and the following managers:

What We Do
- Determine the accountability status of schools and districts, including implementation of theÌýself-assessmentÌýprocess for schools with special circumstances using federally approved methodology in alignment with the approved É«ÖÐÉ« ESSA plan
- Calculate accountability metrics, including English Language Proficiency, Student Growth indicators, andÌýState-provided growth
- Measure theÌýDemonstrable ImprovementÌýof schools in Receivership using Demonstrable Improvement Indicators
- Manage accountability databases and develop business rules for data collection, in collaboration with theÌýOffice of Information and Reporting Services (IRS)
- RegisterÌýnew public schools and modify theÌýschool registrationÌýof existing public schools
- Oversee the classification and accountability status ofÌýTransfer High Schools
- Review applications submitted by a school district for aÌýVariance from Section 100.2(a) of the Commissioner’s Regulations (APPR)
- Assist in the development ofÌý,Ìýregulations, and legislationÌýpertaining to the responsibilities of the Office of Accountability
- DevelopÌýcommunication and resource materials intended to support local educational agencies and other involved stakeholders to better understand É«ÖÐÉ«'s accountability system
- Administer Graduate, Undergraduate, Legal & High School Internship Programs (SUNYÌýandÌýVolunteer) and provides other administrative support to the Office of Accountability

What We Do
- The Office of ESSA-Funded Programs administers more than $1.4 billion in federal education funds (ESEA Funds) to Local Education Agencies (LEAs) across the State each year.
- ESEA funds are intended to create a set of interlocking strategies to promote educational equity by providing support to districts and schools as they work to ensure that every student succeeds.Ìý
- To further support this the office provides ongoingÌýtechnical assistanceÌýabout ESEA-Funded Programs to multiple stakeholder groups, including but not limited to: public school personnel, charter school personnel, nonpublic school personnel, interested third parties, and Commissioner’s Advisory Groups.

What We Do
The Field Support Services team in the Office of Accountability works in partnership with the state’s schools identified for Comprehensive Support and Improvement (CSI) and Targeted Support and Improvement (TSI), and Target Districts to support their improvement efforts.Ìý Our supports areÌýpart of É«ÖÐɫ’s approved ESSA plan through all stages of improvement process, including:
- Supporting the implementation ofÌýRequired ActionsÌýfor identified districts and schools.
- ConductingÌýNeeds AssessmentsÌýat the onset of identification
- Supporting the annual School Comprehensive Education Plans (SCEP), District Comprehensive Improvement Plans (DCIP)ÌýImprovement PlanningÌýprocess
- Providing on-going support to schools identified for CSIÌý
- Providing professional learning, coaching, and networking opportunities for schools and districts
